The Companhia de Concessão Rodoviária Juiz de For a – Rio de Janeiro (Concer) was founded in October 1995 in order to explore and manage, a stretch of 180 km of Washington Luis highway (BR-040) between Juiz de Fora (MG ) and Rio de Janeiro (RJ), granted by the Federal Highway Concessions Program in March 1996 with concession period of 25 years, beginning in 1996 and ending in 2021.

The CMSA Participações holds 10.5% of Concer. The other shareholders are the Triunfo Participações e Investimentos S.A., Construcap CCPS Engenharia e Comércio S.A. and the C.C.I. Concessões e Construções de Infra-Estrutura S.A.

The company activity area covers the municipalities of Juiz de Fora, Matias Barbosa and Simon Pereira in the state of Minas Gerais, as well as Comendador Levy Gasparian, Três Rios, Areal, Petrópolis, Duque de Caxias and Rio de Janeiro in the state of Rio de Janeiro. The Concer three toll plazas are located in Kilometers 45, 102 and 816 of the BR-040 road.

This is the main corridor between Rio de Janeiro and Minas Gerais, the second and third largest GDPs among Brazil states, respectively, and one of the major axes of Brazil’s southeastern region.

It is the BR-040 - especially the section managed by the company - that runs a reasonable amount of cargo, a factor that contributes decisively to the generation of national wealth.

According to research by the National Transport Confederation (CNT), production in the State of Rio de Janeiro finds in the highway managed by Concer one of its main outflow routes. Because of such importance to the economy, the highway has already received R$ 932 million on investments from Concer since 1996, when the company started to operate the section.

BR-040 has gained a greater capacity of absorbing the increasing demand of logistic and transports sector with the expansion of runways in Baixada Fluminense and duplication of the stretch between Matias Barbosa and Juiz de Fora. And now the company is been prepared for another challenge: a Nova Subida da Serra de Petrópolis, a development that will be executed between 2013 and 2016.

A NOVA SUBIDA DA SERRA

A Nova Subida da Serra is an important Concer´s investment for the road infrastructure in Brazil. The project includes the construction of a new 20 kilometers stretch that will replace the existing one that is in operation since 1928, which features a winding route, no roadside and no longer can accommodate the increasing volume of traffic.

Once in operation, the new stretch will bring social, economic and environmental benefits, reducing travel time and increasing road safety for thousands of people who depend on the BR-040 in daily activities.

A Nova Subida da Serra follows in part the layout of the current downhill course, starting from km 102, in Xerém district of Duque de Caxias. The construction project brings together a set of programs and actions to reduce and compensate the environmental impact of the work.

With this project, Concer follow up the modernization of the BR-040, which has extended the entire length of the Baixada Fluminense and duplicated the stretch between Juiz de Fora and Matias Barbosa in Minas Gerais.

An average of 65,000 vehicles travels daily along the highway. To grant it even safer conditions has been a constant goal of Concer. Since the effective date of the concession, the number of fatal accidents in the section run by the company has decreased more than 50%.
